It bans your steam account and it HWID (hardware ID) bans you so basically it bans your specific computer or IP ADDRESS.

Some people say just in game account not the steam account, the "game ban" you see on your steam profile.

Long story short,

I've got banned.

3Weeks of rage cheating. Seems legit, time to create new account and cheat there as well.
