It's most likely not just a video recording they use to decide if somebody needs to be banned, it's possible the reporter(s) could mention the person's K/D ratio and given enough reports the admins will then probably make a risk assessment and choose to ban the player or not. But yeah, video footage is probably the biggest actual giveaway if you're unlucky enough to be caught on camera.
